NRUF

NANPA is required to collect, store and maintain number resource utilization and forecast data. Following FCC's rules, assignees holding geographic and/or certain non-geographic (NPA 5XX and 900) telephone numbers must report on their holdings twice each year (February 1 and August 1), using the Form 502, the Numbering Resource Utilization/Forecast (NRUF) Report.

There are three ways to submit NRUF data:

  • Log into the NANP Administration System to file NRUF geographic or non-geographic submissions online.
  • If you do not wish to file online, please download one of the following Form 502 EXCEL workbook reporting forms. (Note: If you use Explorer Version 5.X in order to download the excel file, you must place your cursor over the link, right click, then select "Save target as". Explorer will then download the form into the file directory you specify.)
  • Submit the data through electronic file transfer. Download a description (pdf) of the required FTP format. This option is intended primarily for reporting entities with mechanized number administration systems that can be programmed to generate the required data. This option requires testing in order to establish an account with NANPA. Please contact NANPA at 571-434-5789 in order to set up an account if you intend to submit to the ftp site.

Form 502s completed offline may be submitted in any of several ways:

  • Attach the completed Form 502s to an email message sent to cocus@Neustar.com for new submissions or to rev-cocus@Neustar.com for revised submissions.
  • Submit the data through electronic file transfer.
  • Print and mail or fax completed Form 502s to NANPA. Note that a fee is charged for this service. If you wish to use this service, please contact NANPA prior to submitting at 571-434-5789.

State public utility commissions with appropriate confidentiality protections in place can access NPA and/or statewide reports containing disaggregated service provider-specific NRUF data for those carriers operating in their states.

NANPA also provides a list of rate center abbreviations (.zip) to assist service providers in identifying the valid rate center abbreviation associated with a specific rate center when completing the forecast section of the NRUF Form 502. Prior to submitting an NRUF, service providers may wish to review a preparation checklist and a list of common Form 502 filing errors and fixes.

NRUF data supports forecasts of the exhaust date for each NPA as well as the exhaust date for the entire NANP. NANPA monitors central office code assignment rates and adjusts the projected exhaust dates if necessary. Events that may impact the projected exhaust date of an NPA include a reduction in demand, the assignment or return of a large quantity of codes or the implementation of code rationing.

NANPA maintains an electronic mailing list for transmitting important information about NRUF to those who need to know.
